
The Ceser is a public institution with a noble mission: to give a voice to the residents of Île-de-France. To re-establish dialogue with the people of Île-de-France at a time when French society is going through a crisis of representation. However, the Regional Economic, Social and Environmental Council of Île-de-France suffers from a aging image and needs to strengthen its legitimacy. The Ceser has called on Agency 148 to redesign its main digital communication tool: its website. The goal is to encourage the residents of Île-de-France to use this assembly to contribute to the public debate.
Of course, the image of the Ceser must remain institutional. There’s no question of getting carried away with fun or quirky elements. However, while staying in line with the requirements of a public organization, we seek to infuse a creative and original energy. We create scroll effects to bring dynamism. As we scroll, new elements appear and the site seems to be built before our eyes, as if we are participating in its construction. Just as we can participate in the life of our city.

Other animations are triggered by the mouse. When hovering over text or an image, the cursor point enlarges and reveals additional information. Finally, we implement a system of notifications. As soon as new content is added to the site, a notification appears in the bottom left corner of the screen, on a bell button. This shows that the Ceser site is regularly updated and is not frozen in time.
To meet the need for dialogue between the Ceser and the residents of Île-de-France, we propose an immersive design and a simplified circulation within the site. The animations provide interaction between the Ceser and the visitor. They are one of the tools that help streamline the user experience. Without excessive embellishments or marketing: substance should take precedence over form. We are also doing significant work in education and organizing the content. We start with institutional and complex material and, thanks to our graphic and editorial choices, we make it accessible to everyone.
To redesign a website, it is essential to rely on a solid editorial charter. Agency 148 is therefore a source of advice for drafting a charter dedicated to digital content. Writing a paper communication support or a website is not the same. To be effective, content must be more fragmented, perfectly organized, and it is necessary to play on intertextuality. Upon arriving at the Ceser website, the reader must immediately understand what it is about and want to learn more.

The choice of tone is also very important. As mentioned, it must remain serious and institutional. But it should also allow to create a connection. We therefore advise Ceser to use "we". For example, on the home page, one can read: "We are the echo of the aspirations of Franciliennes and Franciliens" and not "Ceser is the echo of the aspirations of Franciliennes and Franciliens." To even better embody the institution, we also suggest deepening the Advisors section and highlighting a verbatim quote under each person's photo.
Another fundamental point: the SEO. The Ceser wants to strengthen its legitimacy and representativeness, and therefore needs in-depth support on SEO. This is one of the areas of expertise of 148 Agence Collective. Based on a thorough study, we provide our client with a list of keywords to prioritize according to the various themes they will address in their future content. There is a semantic part but also a technical part, with work on the internal linking of the site, a crucial element of natural referencing. And a redirection plan, to link the old site and the new site, and maintain the popularity already acquired.
